There are crazy people in the world and most peoples' number one concern is safety. If you are the type to stick to nonlethal ways of defending yourself, your pepper spray may be less potent than what was allowed before. 

Governor Rick Snyder has signed a new law in Michigan allowing for higher potencies in pepper spray. The new law allows for the Oleoresin Capsicum level in the spray to increase from 10% to 18%. Oleoresin Capsicum is the ingredient in pepper spray that causes the pain and burning.

While I know some people are going to tell me that pepper spray doesn't work and this is stupid, I still think this is a good move. There are a lot of different people in the world and they all want to be safe. Some don't like firearms and opt for things like this. Some are the complete opposite. Bottom line, this is a measure to help people feel safer and have better tools to defend themselves.
