This is total BS. Residents Lakeside Apartments and Ballenger Manor Apartments are facing water shut offs because property owners are NOT paying the bill. The tenants have paid their rent, which includes water and utilities - but the funds are obviously not going to their water bills. What a scam. These land lords should be ashamed of themselves..
