Yes, it is 100% illegal to place anything in someone's mailbox.
It may come as a surprise to some people that it's illegal to place flyers or notes (or anything else) in someone's mailbox if you are not a postal worker or an authorized agent of the United States Postal Service. The mailbox is considered federal property, and unauthorized use of it is a violation of federal law.
It is actually a federal law called "The Mailbox Restriction Law."
"The U.S. Postal Service would like to warn people that only authorized U.S. Postal Service delivery personnel are allowed to place items in a mailbox. By law, a mailbox is intended only for receipt of postage-paid U.S. mail."
While most people would prefer to not deal with your flyer or notes, there are some alternative methods such as door hangers, direct mailing through the postal service, or leaving them at the front door or in a designated area, if allowed by local ordinances. Violating mailbox regulations can result in fines or other legal consequences.
