Mom Admits to Tattooing 11-Year-Old Daughter

Odessa Clay, 30, admitted to tattooing her 11-year-old daughter last year. Clay, with her own tools, tattooed a outline of a heart on her daughters arm. The needle pounding mom claims her daughter wanted the ink and she thought tattoos were allowed with parental consent.
