Skateboarder Ran Over by State Trooper, Who then Flees Scene [VIDEO]

This is a pretty crazy video, and accidents do happen. But, a couple questions still remain, was it actually an accident, or does this cop have beef with skateboarders? And, I know you wouldn't want to snitch on yourself after doing something like that. But, doesn't it seem a little strange that the Trooper got out, checked to make sure the kid wasn't dead, and then sped out of there. Like, shouldn't some kind of incident report have been done?
